ADB Project

ASIAN DEVELOPMENT BANK FUNDED UTTAR PRADESH POWER DISTRIBUTION NETWORK REHABILITATION PROJECT(ADB)

Executive Summary

The ADB funded UPPDNRP Scheme aimed to rehabilitate the existing low voltage distribution network in rural areas under PuVVNL by replacing LT bare conductors with AB Cable. This initiative utilized pre-existing poles, and in cases where existing poles were damaged or additional support was required, new supplementary poles were erected. The major objective of the project is to enhance operational efficiency and service reliability in 15,334 habitations of rural areas habitation having population more than 1000 across six designated zones and to meet the objectives of Uttar Pradesh Power Distribution Rehabilitation Project (UPPDNRP) scheme, amount of INR 641.03 Crore has been initiated and is financed by the Asian Development Bank (ADB) and the Government of Uttar Pradesh (GoUP) and as per project closure, the total number of habitations in the revised and final scope are 11,151 with a project cost of INR 618.21 Cr.

The scope of the project includes the following two components

• Rehabilitating the existing low voltage distribution networks in rural areas habitation having population more than 1000 by replacing bare conductor LT distribution lines with aerial bunched cables (AB Cabling).

• Service Cable Replacement in rural areas habitation having population more than 1000.

Objective of Project

The primary objectives of the project are: -

• Reduction of technical and commercial losses.

• Enhance operational efficiency.

• Improving the revenue cycle processes.

• Conservation of energy and improvement of reliability and quality of supply provided in rural areas.

• Further value addition is provided through improved maintainability and reduced life cycle costs of the electricity distribution networks in rural areas.

Benefits of the UPPDNRP Scheme:

1. Reduction of Technical and Commercial Losses: By replacing bare conductors with AB cables, the project significantly reduced technical losses in the power distribution network. This improvement in efficiency has led to a more reliable electricity supply, minimizing power outages and fluctuations.

2. Enhanced Operational Efficiency: The modernization of the distribution network has streamlined operations, making it easier to manage and maintain. This has resulted in a more efficient power distribution system that can better meet the demands of rural areas.

3. Improved Revenue Cycle Processes: The project has facilitated better revenue management by ensuring more accurate billing and reducing commercial losses. This improvement in the revenue cycle has contributed to the financial sustainability of the power distribution companies involved.

4. Conservation of Energy: The use of AB cables has led to energy conservation by reducing losses during transmission. This not only benefits the environment but also ensures that more energy is available for consumption, supporting the growing energy needs of rural communities.

5. Improved Reliability and Quality of Supply: Enhanced reliability and quality of electricity supply have led to better service delivery in rural areas. This improvement has contributed to higher living standards and has supported economic activities that rely on a stable power supply.

6. Reduced Life Cycle Costs: The project has improved the maintainability of the electricity distribution networks, leading to reduced life cycle costs. This ensures a more sustainable and cost-effective power distribution system in the long term.

Beneficiaries of the UPPDNRP Scheme:

1. Rural Communities: The primary beneficiaries of the UPPDNRP scheme are the rural communities in Uttar Pradesh. With improved electricity supply, these communities have experienced enhanced quality of life, better access to services, and increased opportunities for economic development.

2. Discom: The PuVVNL involved in the project have benefited from reduced technical and commercial losses, improved revenue management, and a more efficient and sustainable distribution network.

3. Government of Uttar Pradesh: The successful implementation of the project has supported the government's objectives of improving infrastructure and service delivery in rural areas, contributing to the overall development of the state.

4. Asian Development Bank (ADB): As a funding partner, the ADB has achieved its goal of supporting infrastructure development in developing regions, demonstrating the effectiveness of its investment in improving essential services.

Overall, the UPPDNRP has made significant strides in modernizing the power distribution network in rural areas. By focusing on reducing losses and improving efficiency, the project has not only enhanced the quality of electricity supply but also contributed to the economic development of the region. The successful implementation of the project demonstrates effective collaboration between the ADB and the GoUP, setting a precedent for future infrastructure projects aimed at improving essential services in rural areas.
