REVAMPED DISTRIBUTION SECTOR SCHEME(RDSS)

Revamped Distribution Sector Scheme: Reforms-Based and Result-Linked

The government of India has approved the Revamped Distribution Sector Scheme (RDSS) to help DISCOMs improve their operational efficiencies and financial sustainability by providing result-linked financial assistance to DISCOMs to strengthen supply infrastructure based on meeting pre-qualifying criteria and achieving basic minimum benchmarks. PuVVNL (Purvanchal Vidyut Vitran Nigam Limited) has made significant strides in the RDSS (Revamped Distribution Sector Scheme) across its 21 districts in Eastern Uttar Pradesh. The efforts focus on reducing transmission and distribution (T&D) losses, improving system reliability, and enhancing consumer service. Notable accomplishments include: Upgradation of Power Distribution: Replacement of bare conductors with AB Cable lines, augmentation and reconductoring of HT lines, and feeder segregation for agricultural consumers to improve power supply quality and reliability.

The scheme aims to meet the following objectives:

• Reduction of AT&C losses to PuVVNL, levels of 18.49% by 2024-25.

• Reduction of ACS-ARR gap to zero by 2024-25.

• Improvement in the quality, reliability and affordability of power supply to consumers through a financially sustainable and operationally efficient distribution sector.

Scope of Work to Achieve the Objective of RDSS

The following work has been sanctioned by Ministry of Power of GoI under RDSS loss Reduction Work-

• Replacement of Consumer Service by armoured service cable -- 75570 Km.

• Replacement of LT line Conductor by AB Cable -- 49390 Ckm.

• Construction of 11 KV line for Segregation of Agriculture feeder -- 4664 Ckm.

• Replacement/ Reconductoring of 33 KV Line -- 2999 Ckm.

• Replacement/ Reconductoring of 11 KV Line -- 12263 Ckm

• Installation of DT Capacitor -- 29352 Nos.

Achievements of PuVVNL Discom till FY 2023-24

• AT&C losses -17.33%

• ACS – ARR gap (Cash Adjusted) -0.77 Rs/KWH

• DT Failure rate -11.85%

• Average hours of supply (Rural) -18:59 Hrs

• Average hours of supply (Urban) -23:27 Hrs

• SAIFI -993 Nos

• SAIDI -185 Nos.
