Overview

Restructured accelerated power development and reforms program (R-APDRP)

  • R-APDRP is GoI’s initiative with focus on establishment of baseline data and fixation of accountability, and reduction of AT&C losses through strengthening & up-gradation of Sub-Transmission and Distribution network and adoption of Information Technology during XIth Plan.
  • Proposed to cover urban areas–towns and cities with population of more than 30,000 (10,000 in case of special category states)
  • Projects under the scheme shall be taken up in Two Parts
  • Part-A will cover projects for establishment of baseline data and IT applications for energy accounting/auditing & consumer services
  • Part-B will cover System improvement, strengthening and augmentation etc. 

Scope Of Work under Part A

  • Establishment of baseline data and IT applications for energy accounting/auditing & consumer services
  • Baseline energy and revenue data of the identified towns and setting up of customer care center therein. The scope covers setting up of IT infrastructure at data center & DR Center,
  • Call centers and other offices of utility, which would form the platform for  subsequent automation. This activity shall comprise fulfillment of the following tasks
  • Establishment of data center & Disaster Recovery center at identified location
  • Establishment of customer care centers at identified location
  • Set up the Local Area Network and Wide Area Network

Part-A of R-APDRP will include

  • Consumer Indexing, Asset Mapping
  • GIS Mapping of the entire distribution network
  • Automatic Meter Reading (AMR) on consumer meters, DT & Feeder meters
  • Automatic Data Logging for all Distribution Transformers and Feeders
  • SCADA/DMS in big towns / cities (with population over 4 lakh and energy input of 350MU)
  • Feeder Segregation/ Ring Fencing
  • Establishment of IT enabled customer service centers

R-APDRP Part-B

Scope of Work

The main elements of scheme proposed through this Detailed Project Report to the selected town are:

  • Strengthening and modernization of substation
  • Meter Modernization
  • Reconductoring and Re-strengthening of 11kv feeders;
  • Extension and Augmentation of HT lines
  • New Feeder pillars and Service cables
  • Up-gradation, Renovation and New DTs
  • Automatic power factor correction (APFC) panels
  • LT feeder under grounding
  • LT feeder Augmentation
  • Polypro Covering for overhead lines
  • Cable fault locators
  • Mobile service centers

SCADA/DMS

Introduction

SCADA/DMS is Supervisory Control and Data Acquisition / Distribution Management System. Under R-APDRP program, SCADA/DMS system will cover urban areas- towns and cities with population of more than 4,00,000 & 350 MUs annual input energy. MoP, GOI has appointed power finance Corporation as the Nodal Agency for implementing this program.

Status of R-APDRP in PuVVNL, Varanasi

R-APDRP Part-A

29 towns having population above 30,000 have been selected for implementing of R-APDRP Part-A. M/s HCL tech have been appointed as implementing agency.

All the work has been completed under Part A 

Note : via web self-service, consumer can pay his/her bill online through web portal www.uppclonline.com

Customer Care Centre located at Varanasi is also functional. Toll free number of CCC is 1912. Consumers may lodge their complains through phone or they register their complain personally in CCC. List of 29 towns and Project Cost.

R-APDRP Part-B

Implementation of RAPDRP Part-B in above 29 towns has been completed. 

DPR of balance 3 towns have been submitted to M/s PFC New Delhi which is under process of finalization. The estimated total cost for these towns is Rs.816.89 Cr.

SCADA Project

SCADA/DMS is proposed for implementation in 3 major towns of PuVVNL namely Varanasi, Allahabad and Gorakhpur. DPR of these 3 towns have been finalized and sanctioned by GOI. The cost of project is Rs. 74.11 Cr. Construction of control rooms for above 3 towns at Bhikharipur, Varanasi, Mohadipur Gorakhpur and Karaili S/s Allhabad is in progress.
