This Scheme targeted for complete hundred percent electrification of all the villages in India till 2008, is being financed by Govt. of India. Initially this Scheme was named as "Accelerated Village Electrification Scheme" and renamed later "Rajiv Gandhi Gramin Vidyutikaran Yojana." Under this Scheme, In the first phase, work of village electrification is under progress in 20 districts of Purvanchal, The work of 5 districts are being carried out by P.G.C.I.L and remaining work of 15 districts are implemented by the six reputed firms of country on "turnkey" basis.

In first phase only Un-electrified vergin villages have been selected for electrification, There are no unelectrified vergin villages in district Varanasi, that's why this district is not covered in first phase. For this Scheme 90% expenditure has been financed by Govt. of India as assistance and balanced is arranged by UPPCL as a loan. During Second phase of the scheme hundred percent electrification of all the villages, in which remaining Majras of villages will be electrified.

This scheme also provides free electric connection to those families which are living under the Poverty line but there will be no rebate on monthly electric bills.
